Opening Notes

This tier list sorts units specifically by how strong they are relative to one another once fully maxed out (Level 60, β˜…β˜…β˜…β˜…β˜… rarity, fully decked out algorithms etc..)

Some high tier units in here are not very strong early because you don't have the Algorithm pieces to make them good.

If you are new to the game and just want to clear the story, you can make a team out of the units

highlighted in green
. because they are good starter units.

Good Starter:
Units who are good starters are strong early game, for a variety of reasons. The tier list considers late-game performance (maxed out, 5-star). Lower tier units labeled as "Good Starter" are still great early game, but fall off later for one reason or another.

Has strong niche:
Units that do something unique to them only. This means the unit performs much better than their tier in fights where their niche is useful. For example, Fern is in B tier, but in maps where her skill is able to remove a very strong enemy from play, she can easily help you pass stages that even S-tier warriors struggle against.

Requires Investment:
Units who perform poorly early on but become extremely powerful with investment. Basically, the opposite of being a good starter. Lategame units who don't necessarily do well early on.

Has good Arma Inscripta:
Units with a future Arma Inscripta upgrade that makes them much stronger (think MOD 3 in Girls' Frontline). Units with a bad Arma Inscripta or one that doesn't change their tier significantly will not be highlighted.

Guard Tier List

Great Physical DEF scaling as well, becomes the tankiest Guard in the game against physical damage when passive is fully stacked.

PythonPythonSteals enemy DEF and can reduce their attack range to 2. Great defensive ultimate as well.
Is a lot more prone to randomly dying than other guards, but situationally a very powerful Guard, especially for board control purposes as he can force enemy ranged units to reposition.

BoneeBoneeStacks massive shields, but only lategame.
High effectiveness in shield/heal oriented teams.

ZionZionBecomes very tanky when below 25% life. Designed to abuse the damage reflect (Backlash) functions and algorithms.
Unfortunately quite hard to use in a standard team due to a lot of enemies ignoring aggro or using random targeting.

SouchunSouchunBasically everyone else tanks better than her, so there's not much reason to level Souchun from a gameplay perspective.
She has an Arma Inscripta on CN, but it doesn't exactly save her...

HatsuchiriHatsuchiriATK-based single-target warrior who acts as a slippery backline assassin with an auto-revive, resets that make her untargetable by enemies, all while dealing DPS higher than that of every other warrior in the game.
Her main drawback is that she can't act as an offtank like other warriors, so pairing her with other ATK-based warriors like Aki/Betty/Chelsea and so on is not a bad idea.

NascitaNascitaATK-based single-target warrior with insane DPS output, but with the drawback that her targeting is random during her burst.
A great boss killer who's not good at focusing down a single target - pair her with warriors like Aki, Betty, or Hatsuchiri so that they can fill the niche of taking down the enemy backline, and let Nascita unload her raw damage on the enemy frontline or boss.

ChelseaChelseaATK-based AoE warrior with insane damage and knockback.
A little bit hard to maximize her DPS and comes at a low rarity, but very worth raising.

BettyBettyATK-based single-target warrior with superarmor. Actually outdamages Aki when maxed out by a pretty wide margin, in addition to having inherent lifesteal.
Awful ultimate and her MVP dialogue will grate your eardrums, however.

AkiAkiATK-based single-target warrior with inherent bonuses to crit and a very satisfying ultimate.
Great for playing the assassin role due to his burst damage.
Stronger burst but weaker sustained DPS than Betty.

VeeVeeHashrate-based single-target warrior with unique mechanics.
She is the only ranged warrior in the game who also ignores enemy evasion and shielding due to how she "attacks". Can be extremely powerful in the right situations, but has poor synergy with most Warrior functions due to not scaling with ATK.

CentaureissiCentaureissiATK-based warrior with a focus on crowd control.
I am pretty sure she only exists because somebody at MICA Team likes Touhou's Sakuya a lot...

FernFernHashrate-based warrior with a summon that scales off the stat. Doesn't do a lot of damage, but is very good at rearranging the board with both her skill and ultimate.
If you use her, make sure you have a good DPS carry in your team.

SolSolHashrate-based Warrior. One of your starter units. Kinda works as an offtank I guess?
Doesn't do a lot of damage inherently and you don't really want enemies to be hitting your Warriors anyway, which makes her passive useless.
Would not recommend leveling if you care about minmaxing.

Sniper Tier List

Only Lam comes anywhere close, and she scales a different stat (ATK), which means they aren't competing for main DPS slot in the same type of team anyway.
Becomes even stronger in the future when another unit is released that allows Kuro's skill to crit.

DaiyanDaiyanATK-based AoE sniper whose DPS contribution depends on lining both allies and enemies up for her piercing shot and skill.
Her skill provides a buff that allows all allies to crit with skills and ultimates, which fully enables OP combos such as Kuro's crit build.

SimoSimoATK-based single target sniper whose skill can inherently crit. Very competitive DPS when raised.
Very useful ultimate for turning the tide in sticky situations as well.

MaxMaxHashrate-based AoE damage sniper with a crowd control/interrupt niche.
Quite difficult to use due to her positioning requirements, but has an insane damage ceiling. Outdamages Hubble by a lot in ideal conditions.

EarhartEarhartHashrate-based self-buffing crit sniper with superarmor. Can crit with her added damage, unlike Max. Very crit-reliant so she is not recommended for early game.
Needs specific good algorithms and high rarity/skill level to scale.

ChanzhiChanzhiATK-based AoE sniper who can hit the entire screen with her piercing shots if positioned correctly.
Highest AoE damage potential in the game because she can scale off crit much better than Hubble & Max can.

Needs a set of 30 Attack Speed algorithms to cap out her passive, then she becomes instantly OP.
Her skill targets the highest-HP enemy.

HubbleHubbleHybrid ATK/Hashrate AoE sniper with a great skill and statline. Outperforms everyone else early but falls off a bit later (still very strong though!)
Her skill targets the highest ATK enemy, which can be good or bad.
Great ultimate for board control that can win fights by itself.

FresnelFresnelHashrate-based AoE damage sniper who automatically peels for herself (goes untargetable when hit, forcing enemies to change targets).
One of your starter units, also very beginner-friendly with the easy linear AoE on her skill.
Has some synergy with Sol, but it's not really worth using Sol...

OctogenOctogenVery good at triggering the Desperate Assault function set with his ultimate (which also does a ton of damage).
His bombs are hard to trigger unless you use someone with displacement skills like Chelsea or Evelyn (and even then it's unreliable).

The most overpowered unit in Neural Cloud by a wide margin because she controls the most important resource in the game. Her ultimate is not bad either, if you are in a stage where it is useful.
Needs high skill level & rarity and good algorithms (for faster skill charge rate).
Chapter 5 gives Angela fragments, so you can wait until that's out before you max her.

RiseRiseSpecialist who allows your team to steal some of the enemies' stats after killing them, and debuffs enemies to take more damage.
Doesn't do damage herself, but adds so much damage that she easily carries her own weight.
Note that she doesn't proc specialist functions very often.

BanxsyBanxsyATK-based DPS specialist whose debuff decreases enemy accuracy and evasion.
You'll be mostly using her as a ranged DPS rather than caring much about the debuff.

SakuyaSakuyaATK-based AoE DPS specialist whose debuff is the generic [Bleed] effect, causing enemies to take % max HP damage over time.
Excellent damage output and synergy with the Warrior function set that scales off [Bleed]. Outdamages Banxsy, but not as survivable.

DushevnayaDushevnayaHashrate-based buff/debuff/DPS specialist who synergizes well with other Hashrate-based units.
Like Rise, very dependent on how strong the rest of your team is. Rise has the potential to add way more damage, but Dushevnaya procs Specialist functions a lot better.

WillowWillowHashrate-based DPS/Debuff specialist whose debuff is the generic [Blind] effect, decreasing enemy accuracy by 80%.
Given for free to all players as the 2M pre-registration reward.
Great synergy with the Specialist functions that proc on dodges (since Blind makes enemies miss and that counts as a dodge). Has a somewhat useful ultimate as well.

AntoninaAntoninaHashrate-based DPS/Debuff specialist whose debuff is the generic [Trojan] effect, which decreases enemy Attack Speed and stuns them after reaching a certain number of stacks.
Performs very well in Chapter 4: Enigma since the [Trojan] Antonina applies is the same debuff that's applied by the pillars in that chapter.

MaiMaiHashrate-based DPS/Debuff specialist whose debuff is the generic [Blind] effect, decreasing enemy accuracy by 80%.
One of your starter units.
Very similar to Willow, but performs worse than her early, so there's not much reason to level Mai from a pure gameplay perspective.

AbigailAbigailHashrate-based AoE crit buff specialist who also gives some physical damage reduction to allies.
Unfortunately, she has to compete with Rise...

Good to counter frequent high burst damage, and her ultimate can buff an ally to deal insane burst for a short period.

GinGinAoE heal-over-time Medic with unique Attack Speed scaling.
Has the highest HP/s ceiling in the entire game, but very reliant on good algorithms and high rarity/skill level.

JessieJessieAoE Medic with the niche of negating debuffs or cleansing them with her ultimate.
Certain debuffs are very debilitating and Jessie can make those stages much easier.

De LaceyDe LaceyA very unusual single-target healer who tethers herself to a unit at the start of battle and continuously heals it while applying a massive ATK/Hashrate buff.
Because of the nature of how her skill works, she is best paired with a warrior frontliner who can take the most advantage of her stat buff. (You can also tether her to Croque and have an unkillable tank, but where's the fun in that?)
Not a bad unit, but difficult to use. Has a decent Arma Inscripta upgrade later down the line.

ImhotepImhotepAoE DPS Medic who isn't very strong right now, but becomes god-tier with a future Arma Inscripta upgrade.
C
ChocoChocoAoE Medic who is very reliant on positioning to heal allies. Provides some minor buffs as well.
She's mechanically difficult to use and her skills have low multipliers that make it hard to recommend using her over other Medics.
C
PanakeiaPanakeiaAoE Medic who is nicknamed "RNG" in China for a good reason.
Very unreliable, which is not a thing you want your Medic to be doing...
